Abstract: 

“Futurology” is the art of shaping the future, the way we want it to be. In this perspective, futurism is the knowledge of understanding changes, and knowing the future is the most critical science human beings need. In Islam, “Messianism” is the beating heart of any future-oriented research and a Muslim futurist cannot ignore the capacities and teachings of Messianic culture in their research, but this field of study demands special research requirements and necessities. It seems these necessities and requirements can be investigated in three THEORETICAL necessities such as 1) hopeful optimism, 2) qualitative view toward appearance not the quantitative one, and methodical requirements such as 1) mechanism to predict the future, 2) calm and legal government in the process of research and its conclusions and propagandistic REQUISITES such as 1) explaining the Messianic doctrine’s fundamentals of thought and epistemical materials and providing indicators of right and wrong, 2) representing the functions of Messianic society. Some of these REQUISITES are presented in this paper.

Abstract: 

When REQUISITES of interdisciplinary studies are discussed from a linguistic angle, this non-prescribed field of science is expected to come up with models to describe different aspects of relationship among scientific languages, so that REQUISITES could be deduced under prescribed conditions. According to existing ideas in different fields of human sciences about the relationship between language and thought, expansion of inter language relations due to contacts among different fields of science is a tool to develop thought and new horizons which are offered by those sciences. This will show the sensitive role of language in relation to sciences, on the one hand, while on the other hand, intensifying concerns that may result from abnormalities in inter-language relations. Attention to some aspects of scientific language like differentiation between objective and historical aspects is essential for regulation of these relations and considering historical concepts as being objective or the opposite, can have destructive effects on interdisciplinary relations. Terminologies that are affected by other sciences which can be evaluated through a historical linguistic approach will be only worrisome when origins of those terms cannot be realized correctly or they are mixed or considered synonymous with other terms. Some infrastructural studies such as finding about linguistic genealogy of scientific languages as well as some case studies on genealogical, typological, and contact relations among languages can ensure more usefulness of interdisciplinary studies. Moreover, it seems that development of some study models may lead to emergence of methods to study how scientific courses can be linked and mechanism through which concepts are exchanged among them.

Abstract: 

Radio is used for educational purposes in many countries all over the world. However, its significance, for both formal and informal learning, has been overlooked in Iran, regarding the data driven from multiple researches on this subject. The current study is aimed at outlining the significance of starting an educational radio station in Iran, considering the social, cultural and economic settings of the country, and it tries to introduce patterns for educational programming. The underlying THEORETICAL framework of this study is based on Lasswell & Lerner’s theories. The data will be driven from the semi-structured interviews with eight experts on the field.Upon data analysis, it will become apparent that an educational radio station is greatly needed in a country like Iran with a large number of rural societies, multiplicity of cultures, and problems like inaccessibility to educational services. Radio, as it is easily accessible for all, can be used as a teaching assistant tool for formal learning. Moreover, concerning informal learning, radio can have an effective role in increasing public knowledge, accelerating social development and generating educational justice.

Abstract: 

Aim of this paper is to recognize the content & history of vertical urban design as a new theory of urban design that was result of the lack of appropriate construction areas and the related urban problems. Because of this aim, investigation of Tehran conditions as a case of implementation with this approach is the other result of this article.The comparative content analysis of publications & analytical approach with the base of grounded theory is method of this research. In this regard, some related terms such as vertical landscape, sustainable skyscrapers, ecologic urbanism and ecologic design came up with attitude of vertical urban design.The research findings show that the terms of ecologic sustainability as well as vertical development for maximum use of sky space are considered as the main subject of the mentioned attitude. In the next step, conditions and realities of Tehran as an Asian metropolitan comparing with vertical urban design features investigated and results obtained. Finally the proposed pattern for consideration of this approach in Tehran presented.In this model, the six macro zones of proposed Tehran master plan selected and presented as a mathematical function.

Abstract: 

ABSTRACT Over the past 50 years since the first research in the field of urban development implementation plans, there has been a noticeable absence of a comprehensive literature review on this topic in the global arena. This article provides a textual analysis related to the subject of urban development implementation plans, to identify important and recurring themes alongside analyzing the relationships between authors, journals, and countries in this field. Along with the bibliographic analysis, documents related to the field of urban development implementation plans were reviewed to identify influential indicators in their implementation. To this end, 456 scientific articles were extracted from the Scopus scientific database as of October 28th, 2022, and analyzed using scientometric software. These analyses include examining author keywords, country co-authorships, journal bibliographic coupling, and author co-citations. In this study, 74 final indicators were identified as the most recurrent indicators in this field. The bibliographic analysis also produced several noteworthy results. The United States is the most active country in this field, with a link strength of 40 and 176 articles. Berke, P. is the most influential author in this field, with a link strength of 1623 and 99 citations. Among the journals examined, "Land Use Policy" has the highest bibliographic coupling strength of 84, and the "Journal of the American Planning Association" has the highest number of documents related to this field, with 22 documents; finally, among the identified. Extended Abstract Introduction The implementation of urban development projects has been a neglected topic in public policy research, despite its critical importance in ensuring the success of such projects. While there have been numerous studies on the factors that contribute to the success or failure of policy implementation, there has been a lack of systematic reviews on the subject of implementation as a whole. This study aims to address this gap in knowledge by providing a comprehensive overview of the implementation process of urban development projects. The study begins by collecting and categorizing existing research in the field, focusing on three main questions: -What are the key indicators for successful implementation? -What are urban journals and articles' current trends and performance? -How do countries and researchers collaborate in this area? The study also examines the relationships between authors, publishers, and different types of documents through bibliographic analysis. Ultimately, this study highlights the need for further research and a more structured approach to understanding the implementation process of urban development projects.   Methodology This study examined the literature related to implementation and evaluation plans in urban and land use planning. The authors used the Scopus database to extract and collect data, focusing on combining the keywords "implementation-plan" and "evaluation-plan" in the keywords, abstracts, and titles. Initially, 621 studies were extracted, but 456 articles were selected as the final database after filtering out non-article documents. The authors observed a general upward trend for studies from 1968 to 2022, with a significant increase in the slope of the trend from 2007. However, a slight decrease in studies was observed in 2021 and 2022, possibly due to the global pandemic and the emergence of new related topics. The authors used a four-stage process to analyze the bibliographic subject of the study, including simultaneous occurrence analysis, co-authorship analysis, bibliographic coupling analysis, co-citation analysis, content analysis, and thematic analysis. The authors identified the selected articles' research objectives, methodologies, findings, and main themes and sub-themes. Overall, this study provides a comprehensive analysis of the literature on implementation and evaluation plans in urban and land use planning.   Results and discussion This research aims to comprehensively analyze the implementation and execution of urban development plans using bibliometrics and systematic analysis. The study considers evaluation as a crucial part of the implementation process and seeks to answer three fundamental questions. Firstly, it identifies effective indicators of implementation and execution globally. Secondly, it examines the trends and performances of new articles and urban journals. Thirdly, it investigates the pattern of cooperation among countries and researchers. The study identifies 74 general indicators that significantly impact the implementation process of urban plans. The results show that "performance evaluation," "effectiveness," "land use," "zonation," "participation," "program quality," and "implementation program" are critical indicators in this area. The study also highlights the importance of evaluation in the discussion of program implementation and its separability from the implementation process. Using the scientometric software VOSviewer, the study analyzed 68 keywords related to the bibliographic topic. "Program evaluation" obtained the first place, followed by "Program implementation" and "Program quality." The co-authorship analysis based on author items revealed that Berke, P. has the highest number of citations and link strength. Additionally, the study found that 72 countries have research in this field, with 22 countries having at least 5 citations that were clustered into 5 clusters by the software. The "land use policy" journal had the highest link strength, and the "Journal of the American planning association" had the highest number of documents related to this field. In conclusion, the study provides valuable insights for policymakers and researchers interested in urban development planning. It comprehensively examines the implementation and execution of urban development plans, identifies effective indicators, and investigates the pattern of cooperation among countries and researchers. The study highlights the importance of evaluation in the implementation process and its separability from the implementation process.   Conclusion The main goal of this research was to fill the gap in research on the implementation and execution of urban development projects in the field, as no systematic review of the topic has been conducted from a global perspective since the first research in this field about half a century ago. Only in some studies, such as those by Talen (1996), Oliveira & Pinho (2010), Rudolf & Grădinaru (2017), has the evaluation of implementation been systematically reviewed, or the systematic review of experiences in a specific urban area, such as the review of various experiences in the Beijing urban area (Chu, 2020). In this research, with the comprehensive approach that the evaluation of implementation is an integral part of the overall process of implementing and executing urban development projects, this process has been examined from the perspective of bibliometrics and systematic analysis of this field. The main difference of this research, which makes it completely new, is firstly having a comprehensive approach to the implementation field, where program evaluation is only an important part of its structure, and secondly, using the scientometric software VOSviewer for the first time in this field. In essence, the conclusive outcomes of this investigation were entirely novel and exhibited some partial congruences with antecedent studies in the domain of appraising and discerning indicators. Significantly, this research has conferred a systematic appraisal of the literature concerning the urban implementation and execution of projects, which is an unprecedented contribution. It should be acknowledged that this is an initial survey of data intended to offer a comprehensive outlook on this scholarly field, and thus it is subject to certain limitations, such as its confinement to the Scopus database. As such, it is recommended that future research endeavors encompass an analysis of additional databases and undertake comparative evaluations of the results. Abstract: 

Today, with the spread of Customs offenses and the variety of ways in which they are perpetrated, the function of the Customs Administration as the economic guard of the country and the central actor of the country's entry and exit poits has become important in adopting preventive measures commensurate with the typology of Customs offenses. To this end, with the emphasis on maximizing public health support for the country's macro policies on the one hand, as well as the increasing interest of the public to consume imported goods, on the other hand, the Customs role for detecting, identifying and reporting the goods threatening the consumer's health-judicial authorities has been elevated. The goods threating the consumer's health could be edible, beverage, cosmetic, and the focus of this paper is on these topics. The key question in this paper is, considering Customs' functions, which Customs enforcement-approaches can be more effective in protection against the import of counterfeit goods that threaten the health of consumers? The customs' practical approach in importation of healththreatening goods focuses on two offenders' behavior: the first is the attempt to detect smuggled goods; the second is the identification of non-smuggled imported goods which are counterfeit or past expiration date with official documents about to enter the country. In this regard, the present paper attempts to combine practical experiences and reference to relevant examples with the assistance of a library-based descriptive-analytical methodology to express the outcome of its diagnostic approach in the form of requisite strategies. Finally, it can be concluded that, despite all the positive efforts that have been made in the field of preventive measures against the beneficiaries of imported goods that threaten the health of consumers, solutions such as enhancing multilateral domestic and transnational cooperation related to seizure, identification, authentication and cooperation with the health-related agencies and the utilization of relevant inspectors, will increase its efficiency. Technological measures such as intelligent risk management and the inspiration of the practical approaches of the World Customs Organization and the designed global networks provide the basis for identifying counterfeit and harmful goods. In addition, the use of international commodity codes and the training to relevant players and iclusion in domestic Customs system adds to the preventive effectiveness of Customs.

In this article, we will try to provide the following aims: Reviewing academic (university) independence and accreditation process relations Recognizing essential pre-REQUISITES for possessing the accreditation conditions in an educational section (unit) what will be the effect of medical education system [in our country] and especially its concentrating, in accreditation decision makings?Methods: Taking advantages from the internal assessment in Ministry of Health and Medical Education. The study of accreditation and its essentials in different countriesResults: Culturalization, recognition and feeling of emergency making, having academic (University) independence and also possessing conditions in the section (unit) that requires accreditation, are the essentials and pre- REQUISITES of accreditation. Some other conditions in ministerial level are essential, in addition to the university section cases.Discussion: The implementation of accreditation with whole interest and emergency in it, requires providing some of antecedents and essentials.
